The Population Council is a nonprofit organization and is exempt from federal income tax under section 501(c)(3) of the US Internal Revenue Code.
In spite of the difficult economic climate in 2008, the Council’s grants and contributions increased by 22 percent over their 2007 level, a gain that will help fund future program activities. Although global economic conditions have significantly reduced the Council’s investment returns, our investment strategy resulted in one-year returns that exceeded market averages by at least 6 percent. The Council continued to expand its activities in 2008, as evidenced by the growth of Council programs. Expenditures were $75.9 million, an increase of 4 percent over the previous year. A decrease in expenses in our HIV and AIDS program was offset by increased expenses for our Reproductive Health and Poverty, Gender, and Youth programs.
Overall program spending totaled 85 percent of operating expenses, meaning that the Council invests 85 cents of every dollar directly in program activities.
Board-designated unrestricted funds provide the Council with a stable financial base to respond to increasing requests for assistance. We closely monitor the Council’s financial condition and remain committed to the fiscal discipline necessary to maintain its record of accomplishments.

BMJ has announced the nominees for its prestigious annual award for "Getting Research into Practice." The Sexual Health and HIV Evidence into Practice (SHHEP) group—to which ABBA, a Population Council–led consortium, belongs—was nominated for successfully "advocating research findings to change the law in Ghana so that survivors of gender based and sexual violence are no longer forced to pay for their own medical tests to prove assault in court." New statistics project more than five million fewer deaths from AIDS in 2030 than previously estimated.
