Population Council Research that makes a difference

Overview

The Population Council opened an office in South Africa in 1999, initially to support HIV and AIDS operations research under the US Agency for International Development–funded Horizons program. The program expanded to include work on reproductive health, gender, and youth. The Council has established new partnerships with other bilateral donors, foundations, the Government of South Africa, nongovernmental organizations, and universities.

Program focus

A strategic plan developed in 2001 has guided the steady expansion of activities focused on five objectives: reducing HIV transmission and mitigating its impact; improving the quality of, access to, and appropriate use of reproductive health services; facilitating successful transitions to adulthood; reducing levels of sexual and gender-based violence; and building capacity to conduct research to enhance program performance and policy formulation. These objectives, which respond to some of the most pressing social and health issues in South Africa, are suitably nested within the Council’s overall strategic directions.

Highlights of past and present work

  • Completed the Phase 3 clinical trial of Carraguard, a milestone for microbicides development; the trial was the first Phase 3 trial of a novel candidate microbicide to be conducted among a general population of women and completed as planned without any safety concerns. Maintains high visibility as a result of the microbicides trial, pioneering work with faith-based organizations and addressing staff nursing dynamics.
  • Maintains close relations with in-country stakeholders, including government departments (health, education, social development, and justice) and donors, resulting in the steady funding of HIV/AIDS and reproductive health programs.
  • Engages in innovative research in areas of global and local priority, such as reducing sexual and gender-based violence, strengthening post-rape services, integrating family planning and HIV services, and providing pediatric antiretroviral treatment.
  • Undertook the first representative panel survey of young people aged 14–24. The survey findings prompted the development of a pilot study to develop social and economic assets and HIV knowledge among poor, AIDS-affected young people in KwaZulu-Natal.

  • "Hope Against HIV: Microbicide Trials in Your Community": New video released. The Population Council has produced an educational video about microbicides, with support from the International Partnership on Microbicides (IPM) and USAID.   • The Interagency Gender Working Group has published a new synthesis of evidence of the effect of equitable gender initiatives on reproductive health outcomes. All three of the Population Council’s research programs are featured in this volume entitled Gender Perspectives Improve Reproductive Health Outcomes: New Evidence. "We are proud of the Council's contribution to this and other evidence bases linked to improved reproductive health results," says John Townsend, director of the Council's Reproductive Health program.
