Overview

In 1993, the Population Council, in partnership with Ghana’s Ministry of Health, launched an experimental program at the Navrongo Health Research Center to determine the demographic and health impact of deploying health-service nurses and volunteers to village locations. In 2002, the Council consolidated its two regional offices in Africa into a single regional office for sub-Saharan Africa located in Accra to oversee programs in Burkina Faso, Ethiopia, Ghana, Kenya, Mali, Nigeria, Senegal, South Africa, and Zambia. Today, while it no longer functions as a regional office, the Ghana office continues to provide support to Burkina Faso and Mali.

Program focus

The Council has provided research-based evidence and technical advice to the government in the development of its national health policies and programs. The results of the Navrongo experiment demonstrated that affordable and sustainable means of combining nurse services with volunteer community action can accelerate attainment of the United Nations Millennium Development Goals. Since 2004, the Council has provided technical assistance to the Ghana Health Service (GHS) in the national expansion of the Navrongo model. Success of the Navrongo pilot and its replication in Nkwanta prompted the government to adopt community-based service delivery as the health component of its national poverty-reduction strategy. Demographic monitoring tools developed at Navrongo have been replicated for use at 28 other research sites around the world. With support from USAID, the Navrongo model, called Community-based Health Planning and Services (CHPS), is currently being implemented in 30 districts by the GHS with technical assistance from the Population Council and the project consortium members.

A second major initiative in Ghana is a program to support the Government of Ghana in its efforts to reach Millennium Development Goal 5 (improve maternal health) by 2015, with particular focus on the reduction of maternal morbidity and mortality due to unsafe abortion by improving access to and the quality of contraceptive services. The Council is coordinating a consortium of five partner agencies that is providing technical assistance to local collaborators.

Highlights of past and present work

  • Supported the Ghana Ministry of Health (MOH) and the GHS with policy-relevant operations research projects, including (1) introducing the levonorgestrel-releasing intrauterine system in the country to increase women’s choice of long-term contraceptive methods; (2) assessing the profile of abortion seekers in Ghana and their decisionmaking processes to support the GHS in program design and implementation of client-oriented services, especially those aimed at reducing maternal mortality; and (3) conducting a study to learn what female students know about preventing unwanted pregnancy and abortion and their attitudes toward and access to services.
  • Helped the MOH and the GHS identify barriers to use of the intrauterine device (IUD) and develop messages to encourage providers and clients to consider the IUD as a contraceptive option.
  • Developed the economic evaluation and marketing skills of two major private providers of reproductive health services: the Christian Health Association of Ghana and Ghana Social Marketing Foundation Enterprises.
  • Assisted the GHS with policy changes and means of improving STI service delivery. Supported the strengthening of the national STI/RTI program, including private-sector involvement in STI management and increased access to effective management of male urethral discharge, particularly for rural populations.
  • Partnered with the World Health Organization (WHO) to support the government in a study to review RTIs, identify client and service needs, assist in defining policy, and contribute to informed decisionmaking concerning RTI programs.
  • Supported the GHS in assessing the national antenatal care policy adapted from the WHO’s Healthy Motherhood package.
  • Examined the effect of Ghana’s health-sector reorganization on reproductive health goals.
  • Provided technical and financial support to the GHS to develop and test the effect of a revised in-service responsive training and learning approach and other performance-improvement factors on enhancing the quality of safe motherhood services and improving maternal health outcomes in Ghana.

What's New

  • The Interagency Gender Working Group has published a new synthesis of evidence of the effect of equitable gender initiatives on reproductive health outcomes. All three of the Population Council’s research programs are featured in this volume entitled Gender Perspectives Improve Reproductive Health Outcomes: New Evidence. "We are proud of the Council's contribution to this and other evidence bases linked to improved reproductive health results," says John Townsend, director of the Council's Reproductive Health program.   • BMJ has announced the nominees for its prestigious annual award for "Getting Research into Practice." The Sexual Health and HIV Evidence into Practice (SHHEP) group—to which ABBA, a Population Council–led consortium, belongs—was nominated for successfully "advocating research findings to change the law in Ghana so that survivors of gender based and sexual violence are no longer forced to pay for their own medical tests to prove assault in court."
